7/29/2020 Project Update

7/29/2020

 
Secon and the DOT&PF plan to replace subgrade material and pave Egan Drive from the Seadrome building to Seward Street. The work will take place in two phases, one being implemented and completed after the other. This work is anticipated to begin the morning of Thursday, July 30th, and each phase will take several days. Traffic restrictions and detours will be in place 24-hours per day.  

The following traffic revisions will be in place during the first phase of this work: 
  • Beginning Thursday, July 30th, outbound Egan Drive lanes will be closed from Shattuck Way to Main Street. Detour routes to outbound Egan Drive will be available via Franklin Street, 4th Street, Calhoun Ave, and 12th Street. Access to Main Street from Egan will be available via Franklin Street and 4th Street for all motorists. Please see graphic for more detail.   
  • Right hand turns from Main Street onto Egan will be permitted. Left hand turns from Main Street onto Egan will be permitted.  
  • Inbound Egan traffic will be limited to a single lane beginning at Willoughby Avenue.  
  • Left-hand turns from the inbound Egan lane onto Willoughby Avenue will be restricted.  
  • Pedestrian access will be maintained on one side of Egan or the other. Pedestrians should follow designated detour routes for any crosswalks affected by additional work zones. 
     
The following traffic revisions will be in place during the second phase of this work: 
  • A single outbound Egan Drive lane will be reopened from Shattuck Way to Main Street. 
  • Left hand turns from inbound Egan Drive onto Main Street will be closed. A detour route will be made available for motorists heading to Main St.  
  • Pedestrian access will be maintained on one side of Egan or the other. Pedestrians should follow designated detour routes for any crosswalks affected by additional work zones. 
  • All other traffic controls from the first phase of this work will remain in place from 10th Street to Seward Street during this time.

This work is weather dependent. Updates will be provided as quickly as possible if delays are anticipated.

Secon and the DOT&PF will continue Gold Creek Bridge work and road demo that will require new traffic revisions. This work is anticipated to begin Monday, July 27th and will take several weeks. Traffic restrictions and detours will be in place 24-hours per day.  

The following traffic revisions will be in place: 
  • Outbound traffic from Whittier to 10th Street will be limited to a single lane. 
  • ​​Left-hand turns from the outbound Egan lane will be restricted from Main Street to 10th Street, including the left at the 10th Street Intersection onto the Juneau-Douglas Bridge next to the Marine Exchange and the Juneau Hotel.  
  • To access Douglas from Downtown: Traffic will be routed to Glacier Avenue at the Gold Creek Bridge, and motorists will continue on Glacier Avenue to 10th Street. Motorists will take a left onto 10th Street and proceed straight over the Juneau-Douglas Bridge.  
  • Pedestrian access will be maintained on one side of Egan or the other. Pedestrians should follow designated detour routes for any crosswalks affected by additional work zones. 
  • All other traffic controls will remain in place from 10th Street to Seward Street during this time.

Secon and the DOT&PF plan to begin demolition, excavation, and base rock work at the intersection of Seward and Egan. This work is anticipated to take place Wednesday, July 22nd through the end of the week and will be performed for 24-hours per day. Additionally, there will be paving work taking place in front of the Merchant’s Wharf Thursday, July 23rd and Friday, July 24th.

The following traffic revisions will be in place during this work:
  • Right-hand and Left-hand turns from Seward Street on to Egan Drive will be restricted.
  • Non-handicapped parking spots along Municipal Way will be closed. Handicapped parking along Municipal Way will be accessible through Seward Street near the Sealaska Corporation.
  • Flaggers may be posted on outbound Egan Lanes near Seward Street and stop traffic as needed. Motorists should plan their routes accordingly.
  •  To access Egan Drive from Seward Street: Traffic will be routed to Front Street near Heritage Coffee, and motorists will continue on Front Street to Main Street. Motorists will take a left onto Main Street and proceed to Egan Drive. Delivery trucks and large vehicles may not fit on the detour route so please plan accordingly.
  •  To access Seward Street from Egan Drive: Traffic will be routed to Shattuck Way, and motorists will continue on Shattuck Way to Front Street. Motorists will take a left onto Front Street and proceed to Seward Street.
  • Paving work will result in periodic Merchant’s Wharf parking lot closure on Wednesday, July 22nd or Thursday, July 23rd, weather depending.  
  • Pedestrian access will be maintained on one side of Egan or the other. Pedestrians should follow designated detour routes for any crosswalks affected by additional work zones.
  • All other traffic controls will remain in place from 10th Street to Seward Street during this time.

6/21/20 Project Update

SECON and the DOT&PF will be performing electrical work on the 10th Street traffic signal near the Juneau-Douglas Bridge on Tuesday, June 23. This work will be performed at night from 8pm – 6am. Electrical work will be executed in four stages- one for each of the four traffic light poles in the 10th Street Intersection during ≈20-minute intervals over the course of the night.

​The following are the anticipated (but not simultaneous) closures for this work:
  • Access to outbound Egan lanes will be restricted at times. This includes the left turn lane from the Juneau-Douglas Bridge onto outbound Egan lane, the right turn lane from 10th Street onto outbound Egan lanes, and outbound Egan traffic.
  • Access to the inbound Egan lane will be restricted at times. This includes the right pocket-turn lane from the Juneau-Douglas Bridge onto the inbound Egan lane, the left turn lane from 10th Street onto inbound Egan lanes, and inbound Egan traffic.
  • Access to the Juneau-Douglas Bridge from Egan Drive or 10th Street will be restricted at times.
  • Access to 10th Street from Egan Drive or the Juneau-Douglas Bridge will be we restricted at times.
  • All other traffic controls will remain in place from 10th Street to Seward Street during this time.

​Pilot cars and drums will be in place to restrict traffic patterns. Once the work has been completed, pilot cars will release motorists to normal traffic patterns and drums will be removed. Pedestrian access across Egan drive will not be affected by these traffic revisions.

6/15/20 Project Update

Starting the week of June 15th, Secon and the DOT&PF will be opening up new work zones near Tesoro Station and the Juneau-Douglas Bridge at the 10th Street Intersection to allow for excavation, grading, and concrete work.
 
The following traffic revisions will be implemented:          
  • The inbound right-turn pocket onto the bridge next to Juneau Electronics and the Marine Exchange will be closed. Right-turn access onto the bridge will be available through a combined single traffic lane.
  • The turn pocket will be reopened once paving operations are completed- tentatively July 7th, weather permitting.   
  • Single lane traffic controls in the outbound lanes will be partially extended past the 10th Street intersection near the Tesoro Station.
  • All other traffic controls will remain in place from 10th Street to Main Street, reducing traffic to one lane in each direction and restricting left-turns on-to or off-of Egan Drive
    • Note: left-turns at Main Street have been reopened until further notice.
  • ​Pedestrian access on-to or off-of the bridge will be maintained on the south-most side, near the Juneau Hotel. The sidewalk on the 10th Street corner near the Tesoro station, directly facing the new work zone, will also be restricted. Pedestrians should follow posted pedestrian routes.

5/28/20 Project Update

​While work continues between Whittier Street and 10th Street, Secon and the DOT&PF will be opening a new work zone in front of the Merchant’s Wharf beginning Monday, June 1. This work will require shutting down the Main Street traffic signal. Once the signal is non-operational, left-turns at Main Street will be restricted.  
  • Initially the Main Street signal will be in “flashing mode” indicating motorists traveling inbound and outbound on Egan to use caution, and motorists on Main Street to stop and then proceed with caution through the intersection.
  • Once traffic control devices are in place, the signal will be non-operational through September.  
  • Willoughby Avenue access will be reopened for right turns off-of and on-to Egan Drive.
  • Traffic controls will be in place on Egan between 12th Street and Seward Street, reducing traffic lanes to one lane in each direction.
  • Left turns will be restricted on-to or off-of Egan Drive after 10th Street to Ferry Way to ensure the best possible flow of traffic through the work zone.
  • Pedestrian access will be maintained on the mountainside of Egan between Seward and Whittier Street, and on the waterside of Egan between Whittier and 10th Street.
  • Pedestrian crossings will be available at Ferry Way, Whittier Street, and 10th Street.

5/16/20 Project Update

Beginning the week of May 18, Secon and the DOT&PF will be shifting traffic to the waterside of Egan Drive.  This shift will be in place for an extended period of time.  
 
The following traffic revisions will be implemented:
  • The right-turn pocket onto the Bridge next to Juneau Electronics and the Marine Exchange will be closed. Access to right-turns onto the Bridge will be available through the combined single traffic lane. The turn pocket will be reopened as soon as possible.
  • ​Access to Glacier Avenue from Egan (near Gold Creek Bridge) will be closed. Access to businesses in this area will be maintained via W. Willoughby Avenue.
  • All other traffic controls will remain in place from 10th Street to Main Street, reducing traffic to one lane in each direction and restricting left-turns on-to or off-of Egan Drive.
  • Pedestrian access will be maintained on the waterside of Egan between Main Street and 10th Street.
  • Protected pedestrian crossings will be available at Main Street and 10th Street only. An unprotected crossing will be available at Whittier Street.

5/13/20 Capital Transit Adjusts Service Near Downtown Transit Center

​Capital Transit adjusts service due to DOT&PF work near Downtown Transit Center
 
The Alaska Department of Transportation & Public Facilities plans to close bus access to the City and Borough of Juneau’s Downtown Transit Center for paving as part of the Egan Drive Improvements Project. Due to this work, there will be no bus service at the Downtown Transit Center, Franklin and Front Street, or 4th Street bus stops effective Thursday, May 14. During this time, Capital Transit will stage buses at the Marine Park Plaza; David Lewis; public parking there will be closed.
 
Passengers should catch the bus at the Downtown Public Library or at the temporary bus stop on Whittier Street, across the street from the Alaska State Museum. See a map of the adjusted bus service here. Bus service changes are scheduled to start May 14 and will last until DOT&PF work is complete in front of the Downtown Transit Center. DOT&PF is planning to work on this portion of the project through May 23. Please note, the work is weather dependent and may be delayed.

Capital Transit service changes due to 10th Street intersection closure 

The Alaska Department of Transportation & Public Facilities plans to close the 10th Street and
Egan Drive intersection for paving Friday, May 8 through Monday, May 11 as part of the Egan
Drive Improvements Project. Due to this work, Capital Transit is adjusting routes for all buses
servicing Downtown Juneau. Bus service changes go into effect Friday, May 8 and will last until
the intersection is reopened. Please note this work is weather dependent and may be delayed.
Changes to Capital Transit bus service:
  • No service to the bus stops at the Downtown Library, Franklin and Front Street, and 4th Street. Passengers should catch the bus at the Downtown Transit Center. 
  •  The bus stops on F Street will be closed.
    • Valley outbound passengers should catch the bus on Glacier Ave.
    •  Temporary bus stop on W 12th Street will allow transfers from  inbound Valley to Douglas bus.
    • Douglas to Valley transfers will occur at the Downtown Transit Center.

10th Street Intersection Closure 5/8 - 5/11

Beginning Friday, May 8 through the morning of Monday, May 11, Secon and the DOT&PF plan to pave the 10th Street intersection. This work will be performed for 24-hours per day and will require closure of the 10th Street intersection; traffic detours will be provided.

Travelers are encouraged to avoid this area if at all possible as significant traffic delays are anticipated. Paving will progress faster with lessened traffic congestion.

The following traffic detours will be in place:
  • To access Douglas or Downtown from inbound Egan: Traffic will be routed over the Bridge to the Douglas roundabout: for Douglas exit the roundabout, for Downtown continue back over the Bridge taking a right turn onto inbound Egan.
  • To access the Valley from Douglas: Traffic will be routed off the Bridge, taking a right onto inbound Egan and following signs to Whittier Street and onto Willoughby Avenue, traffic will continue onto Glacier Avenue over to 12th Street to access outbound Egan.
  • To access the Valley from Downtown: Traffic will be routed on outbound Egan to Glacier Avenue at the Gold Creek Bridge, and continue on Glacier Avenue to 12th Street to access outbound Egan.
  • To access Douglas from Downtown: Traffic will be routed to Glacier Avenue at the Gold Creek Bridge, and continue on Glacier Avenue to 12th Street, from 12th Street take a left onto inbound Egan and proceed over the Bridge.
